Legal Framework

Art. 106 of the Swiss Federal Constitution distinguishes between two kinds of gambling, i.e. casino gambling and betting and lotteries. Casino games are regulated by the Swiss Federal Law on Gambling and Casinos (Swiss Casino Act) administered by the Swiss Federal Gaming Board – ESBK. The lottery and betting sector is regulated by the Swiss Federal Lottery and Commercial Betting Act (Swiss Lottery Act, LG). Compliance with the Lottery Act is monitored by cantonal governments, more precisely by the Intercantonal Lottery and Betting Board.
